NLR Animal Control is working hard to provide a city free of feral and unwanted stray animals. Our goal is to reduce the population through intense spay/neuter programs and strict enforcement of the Differential Dog License Ordinance. Animal Control also provides animals for adoption and advertises through local newspapers, T.V. and radio stations to encourage adoption of our animals.
Adoption fee for Animals covers the cost of Spay/Neuter.
Animal Surrender - The Shelter accepts animals from people who reside in NLR or in Pulaski County North of the Arkansas River. A nominal fee is charged if a resident wishes to relinquish an animal to the Shelter.
Animal Traps - Animal Control offers animal traps free of charge to residents who are having difficulty with wildlife in or near their house, as well as traps for wild cats or stray dogs. Contact Animal Control for more information.
Q. Does my cat and dog have to be licensed?
A. Yes. You are required to vaccinate any dogs or cats that you own once a year for rabies through a licensed veterinarian. As of January 1, 2002 you must also purchase yearly city license for both cats and dogs.
Q. I chain/leash my dog outside to a trolley system during the day, but bring him in at night. I don't have to have a dog house, do I?
A. Yes. You never know when it may rain, and in the summer your dog needs somewhere to get out of the sun.
Q. If I find a stray animal on the side of the road, or if my pet dies will Animal Control pick them up?
A. Yes. Animal Control provides pick up of deceased pets and/or stray animals that have been hit and killed or abandoned on the side of the road within the city limits.

NLR has a Spay/Neuter program to help NLR residents to sterilize their pets whose household income is less than $35,000 per year. Residents can contact Animal Control for more information.
