To eliminate conditions of slums and blight, to improve the housing quality throughout the community with particular emphasis on the housing stock that is available and occupied by low to moderate income persons. To expand and increase housing choices, to provide storm drainage improvements to alleviate flooding, ponding and hazardous conditions stemming from storm water runoff into inadequate drainage facilities, to provide for street paving and installation of curb and gutters in connection with storm drainage projects, to install needed public facilities, to design new facilities and improvements for the handicapped, and to develop an attitude of hope and promise for neighborhood revitalization and preservation.
Emergency Assistance Grant Program - This program provides forgivable grants to homeowners living in North Little Rock who are in need of emergency related repairs to their home such as: sewer lines, water lines, electrical repairs, gas lines, roof repairs and floors. Applicant must own their home and have resided at the property for at least the last twelve consecutive months, be income eligible and live in the city of North Little Rock.
HOME Funds - This program is utilized to provide up to $25,000 for housing repairs to low and moderate income persons residing within the CDBG and HOME target area. These funds are used to bring substandard houses up to code. **Due to an extensive number of applications, the Community Development Agency is not taking additional applications for this program at this time.
Handicapped Ramp Project - This programs provides the building materials necessary for the construction of handicapped ramps to eligible individuals. The service area for this program is city wide.
Public Works Projects - The Community Development Agency provides storm drainage improvements to alleviate flooding, ponding, and hazardous conditions stemming from storm water runoff into inadequate drainage facilities and provides street improvement and installation of curb and gutters.
Technical Assistance - This program provides technical assistance to neighborhood based non-profit organizations that assist persons of low to moderate income.
Down Payment Assistance Program - This program provides financial assistance to low to moderate homebuyers purchasing homes in the CDBG and HOME target area of the City of North Little Rock with their down payment and closing costs up to $2,500. The applicant must submit a certificate of achievement by attending a Homebuyer Counseling workshop.
Weatherization Project- This program provides such things as weather-stripping of windows & doors, caulking & sealing cracks & holes in the home's structure, attic & wall insulation, installing storm windows & doors, repairing and/or replacing furnace & other energy saving repairs. Applicant must own their home and have resided at the property for at least the last twelve consecutive months, be income eligible and live in the city of North Little Rock. This program does not pay utility bills.
